Rules for domain names .PT amended Rules for domain names .PT amended

DNS.PT has adopted new rules for registering domain names under .PT. The new rules apply as from 16 June 2014. The main changes are:

1. Establishing DNS.PT as the new authority in charge of domain names under .PT as delegated by IANA – Internet Assigned Numbers Authority.

DNS.PT is a Portuguese not-for-profit association and its founding members are FCT, IP – Foundation for Science and Technology, IP (FCT), Association of Electronic Commerce and Interactive Advertising (ACEPI), Portuguese Association for Consumer Protection (DECO) and the representative designated by IANA – Internet Assigned Numbers Authority.

2. Clarification as to the concept of "geographical names" which cannot be registered directly under .PT except when registered by the legal administrative authority.

A "geographical name" under the Rules is understood to be any name, regardless of the language in which it is written, which coincides, namely, with:

a) Any alpha-3 code listed in the ISO 3166-1 standard1;
b) The name of a country or territory listed in the ISO 3166-1 standard2;
c) The name of a country or territory recognised by UNESCO3;
d) The name of a Portuguese city, civil parish, municipality, administrative region or demarcated area;
e) The name of a foreign capital, city or demarcated area which, due to its notoriety or relevance, is of common knowledge;
f) Other Portuguese or foreign toponyms, such as rivers, hills, neighbourhoods or historic areas, which due to their notoriety and relevance, are of common knowledge.

3. Important clarifications as to arbitration disputes and transfers to new holders.

The new rules establish the prohibition of domain name transfers to new holders where an arbitration proceeding is pending. The same rule applies to the surrendering of domains names. Furthermore in case of transfers arbitration clauses are deemed to be binding for assignees of domain names.

4. The minimum number of characters accepted for the purpose of registering a .pt domain is reduced from 3 to 2. This change shall come into force only on 1st November 2014.
